Robert Lewis, a 23 year old male, was reportedly seen punching and kicking a dog in his yard. Mr. Lewis fled the residence when deputies arrived.  Yesterday at approximately 2:20 AM, he was arrested and charged with obstructing official business, resisting arrest, and four counts of cruelty to animals. He also had several outstanding warrants from the City of Hamilton.

Lewis had five dogs, and all were removed by BCSO Deputy Dog Wardens.  They are now being cared for and housed at the Animal Friends Humane Society on Princeton Road in the City of Hamilton.  “These animals were severely abused. They were extremely submissive and obviously scared.  We will keep them at the shelter for medical treatment and observation,” Dog Warden Supervisor Kurt Merbs said.

“It is truly repulsive that a human being can beat a defenseless animal,” Sheriff Jones said. “Mr. Lewis told our deputies that he was ‘disciplining’ his dogs.  I think anyone with an ounce of common sense knows that torturing and beating animals is not a form of discipline.  Unfortunately, animal cruelty is a misdemeanor, but we will work closely with the prosecutor to see that he is punished to the fullest extent of the law.”

Three of the dogs were puppies and were voluntarily signed over, by Lewis, to the Animal Friends Humane Society. The case is still under investigation and placement of the other two dogs will be determined at a later time. Anyone interested in adopting these or other animals should visit or contact the Animal Friends Humane Society.

“Animals can attack for many reasons.  This is not the first time we have had to respond for a dog attacking the owner or known family member and unfortunately we have responded to scenes where the person did not survive the attack.  It is a very traumatic event when things like his happen because you may have to say goodbye to a family pet or worse. The animal in this case will be euthanized to avoid any further chances of harm,” said the Sheriff.

The victim is expected to recover from her injuries.  The exact breed of the dog is not known at this time.

Sheriff: “Animal Cruelty Should be a Felony”

Butler County Sheriff Richard K. Jones, whose official duties now include those of also being the County Dog Warden, announces he is in favor of changing Ohio law to make Cruelty to Animals a felony offense. Current law classifies the offense as only a 2nd-degree misdemeanor, punishable by a maximum of 90 days in jail, and the Sheriff believes that just isn’t enough.

Fueled by the latest case involving an emaciated pit bull dog in Middletown, demonstrators outside the courtroom there have been expressing their anger towards the incident itself and the current law. The Sheriff agrees.

This emaciated pit bull was located by a BCSO Deputy Dog Warden in Middletown.

In a letter sent yesterday to various Ohio legislators, with copies to the Buckeye State Sheriffs’ Association and the Public Animal Welfare Society (PAWS), the Sheriff is supporting H.B 274 currently under consideration, and is calling for tougher animal cruelty laws that elevate the offense to felony levels.

“Companion animals, such as pet dogs and cats, are totally dependent on their human owners for food, shelter, and safety,” said the Sheriff. “If someone purposely denies care for that pet or treats it in a cruel or tortuous manner, they deserve to have a penalty that more appropriately fits their actions. We’ve got to do something to try to stop the senseless ways that some people treat their pets. There’s just no excuse for mistreating a defenseless animal,” said Sheriff Jones.
