Human Resources / Payroll
The Human Resources unit of the Butler County Sheriff’s Office:
- maintains and organizes all personnel and medical files for employees
- ensures that worker’s compensation claims, Family Medical Leave Act, light duty assignments, employee benefits and health insurance, are processed effectively
- resolves any related problems or employee issues
- is responsible for risk management and benefits
- recruits, selects and processes new employees
- prepares all payroll functions, including employee accrual balances and leave time records
- audits employee time-sheets for hours worked, accuracy and entry
- maintains, prepares and processes payroll and payroll budgets for all organizational personnel
- process all employee Payroll Adjustments in reference to step increases, account changes, termination amounts, etc.
- ensures compliance with the Butler County Auditors and O.R.C regulations
With a workforce of over four hundred employees, Human Resource/Payroll provides daily support to BCSO employees. Topics include payroll, insurance benefits, health and wellness, promotions, transfers and onboarding new employees – making sure that everything from the first day to each subsequent day is navigated successfully.
Whether employees need assistance with health issues, injuries or other life occurrences (getting married, having a child or need for accommodations), support is available.
Most people know that Human Resources (HR) handles matters such as benefits and employee records, but HR also works with administration to address trending human resource issues and changes. HR provides statistical employee data and ensures that administration has digital access to employee data, records, and career history, while preserving the security and integrity of such records. Both HR and Payroll actively seek new ways to streamline procedures eliminating the need for paper records. Employee files have been converted to digital formats, and in 2022 payroll transitioned to a paperless environment.
Additional responsibilities include providing information for Family Medical Leave Act (FMLA) compliance, managing Workers’ Compensation Claims, the recruitment of new employees, tracking performance appraisals, absenteeism rates and other employee data, while promoting a wellness program and employee assistance program (EAP) to employees in order to maintain a healthy workforce. HR also processes insurance changes, promotions and staffing moves. Payroll maintains and monitors employee accrual records, leave/overtime request documentation, processes all payroll changes such as retirements and resignations, while maintaining accurate pay records.
While HR is about people, the Payroll section is about fiscal reporting and responsibility. Payroll and Human Resource, within the Finance Division of the Butler County Sheriff’s Office, work closely in-sync to ensure that payroll is processed, balanced, accurate, and submitted to the county for processing on-time each pay cycle.
