TWO REGISTERED SEX OFFENDERS DETAINED BY ICE AND HSI

Butler County Sheriff Richard K. Jones announced today that in two separate incidents, individuals unlawfully present in the United States and registered as sex offenders were taken into custody by U.S. Immigration and Customs Enforcement (ICE) and the Homeland Security Investigations (HSI) after reporting to the Butler County Sex Offender Registration and Notification (SORN) Division.

On August 7, 2025, a male subject unlawfully present in the United States reported to the SORN Division as directed by Deputies. Upon arrival, he was taken into custody by ICE and HSI. The individual is a registered sex offender; however, his identity is being withheld pursuant to juvenile offender confidentiality laws, as the offense occurred when he was under the age of 18.

On August 14, 2025, at 9:00 a.m., Ousmane Ly, 43, of Monroe, Ohio, reported to the SORN Division as directed. Ly, a citizen of a West African nation and unlawfully present in the United States, was immediately taken into custody by ICE and HSI. Ly is a Tier One Sex Offender, required to register annually for 15 years. His registration requirement stems from a 2021 conviction in Dearborn County, Indiana, for Felony 6 Sexual Battery involving an adult female victim.

Sheriff Jones stated:

“We will not let up on ensuring these criminals go back to their place of origin. This country has enough homegrown criminals — we don’t need to deal with others.”

The Butler County Sheriff’s Office continues to work in close coordination with ICE, HSI, and other federal authorities to identify, apprehend, and remove individuals unlawfully present in the United States who are convicted sex offenders.
